Managing QS (Cost Management)

    Purpose:

    The Managing QS (Cost Management) will take the lead in developing and implementing cost strategies, ensuring clients receive accurate cost advice, robust procurement outcomes, and effective cost control throughout the project lifecycle.

    Key Responsibilities
      Pre-Contract Stage:
    • Develop and manage cost plans, budgets, and financial forecasts for building projects.
    • Manage quantity take-offs and quantification at Concept, Schematic, and Detailed Design stages.
    • Apply cost indices (e.g., BCIS, SPONS) for estimates and cost reports.
    • Ensure correct application of BOQ formats and methods of measurement (POMI, NRM1).
    • Oversee tender processes, including addenda, commercial evaluations, bidder invitations, negotiations, and procurement strategies.
    • Prepare tender reports and support value engineering workshops.
    • Draft and manage LOAs, LOIs, and Contract Agreements for successful bidders.

    • Post-Contract Stage
    • Collaborate with clients and project teams to align cost strategies with objectives.
    • Lead cost reporting and commercial dashboards to monitor performance against budgets.
    • Review and certify payment applications in line with contract and progress.
    • Manage change control, variations, and commercial negotiations.
    • Prepare accruals, forecasts, and KPI reports.
    • Support EOT assessments and manage final account settlements.
    • Ensure strong commercial governance, compliance, and cost control throughout execution.
    • Manage PS and PC items effectively from a cost consultant’s perspective.
    Qualifications:
    • Bachelor’s Degree in Quantity Surveying or Civil Engineering.
    • Minimum 15 years’ experience with a reputable cost consultancy firm on building projects.
    • Professional accreditation (MRICS, AIQS) preferred.
    • Strong expertise in cost estimation, planning, tendering, and contract administration.
    • Proficiency in PlanSwift, CostX, or similar software.
    • Familiarity with FIDIC and other standard forms of contract.
    • Excellent analytical, negotiation, and stakeholder management skills.
