Purpose:

The Senior Cost Manager is responsible for leading cost management, budgeting, and financial control for Building projects. The role ensures cost efficiency, procurement optimization, and compliance with the Client objectives at the early stage of Project development (Concept, Schematic and Detailed Design) until Tender settlement/award with contractual knowledge to the terms of contract, contract formation, LOA, and drafting.

 

Job Description:

  • Manage and Oversee cost planning stages, including cost checks, 1,2 and 3 until Pre-Tender Estimate, budgeting, and financial management across multiple projects.
  • Handling all communications as related to the cost planning and design development stages with the Client team
  • Represent the Cost Consultant team in handling all pre-contract stage with the Client until tender award
  • Manage Value Engineering process including reflection into cost plan as well as preparing necessary proposal in coordination with Client team
  • Manage the tender process, tender evaluation, Post tender clarifications reply, responses and preparation of the same.
  • Manage and preparation of the cost plan report at each stage of design development from concept till detailed design
  • Provide expert cost analysis, value engineering, and financial reporting.
  • Lead contract administration, including preparation of the LOAs, terms of contract, variation. etc
  • Ensure compliance with industry regulations, contractual terms, and financial best practices.
  • Advise clients and stakeholders on cost strategies and risk mitigation.
  • Lead, mentor, and manage a team of quantity surveyors, and cost managers professionals.

 

Qualifications:

  • Bachelor’s Degree in Quantity Surveying or Civil Engineering.
  • Minimum of 15 years of experience in cost management within a consultancy or cost consultancy firm.
  • Awareness of Standard Method of Measurement, POMI, CESMM, NRM1,2 & 3
  • At least 5 years of supervisory or managerial experience leading a team.
  • Professional accreditation (MRICS, AIQS, or equivalent) preferred.
  • Expertise in cost estimation, procurement, contract administration, and financial reporting.
  • Proficiency in cost management software (e.g., PlanSwift, CostX, Candy).
  • Strong leadership, negotiation, and analytical skills.
  • In-depth knowledge of construction contracts, including FIDIC.
